2004年初，上海市标准化研究院（Shanghai Institute of Standardization，SIS）和美国材料测试学会（ASTM International）签署了一项一揽子合作协议，包括代理销售、合作培训、会员发展等。2006年，双方进一步扩充合作内容的范围，在ASTM标准在线打印基础上新增在线阅读与下载功能，同时开放标注有修改信息的“红线标准”（Redline Standards）以及现行版本之前的“历史标准”（historical versions），为国内标准用户充分、快捷地获取ASTM标准信息提供了更为有效的途径。

     新功能的开放和新服务的推出，不仅体现了ASTM国际组织积极帮助中国用户参与国际标准化活动的良好愿望，也体现了中国用户在使用ASTM标准信息、参与标准制修订与培训等方面正逐步得到国外标准化同行的认可。我们有理由相信：随着ASTM与SIS推出越来越多的服务种类和形式，ASTM标准信息将在中国获得越来越多的关注和认可。

     作为全国最大的省级标准化研究与服务机构，SIS将竭尽全力服务全国标准用户。来自社会各界用户对SIS标准信息服务工作的充分肯定和高度评价，更加坚定了我们加大与国外标准组织合作力度的决心！SIS将以自身强大的资源优势和合作背景，不断拓展与ASTM以及其他国外组织合作的广度与深度，在国内标准用户与国外标准组织之间进一步发挥桥梁和纽带作用！

At the beginning of 2004, Shanghai Institute of Standardization (SIS) signed a package agreement with ASTM International including proxy for sale, training cooperation and member development, and so on. In year 2006, both parties have further expanded the area of the cooperative contents to add online reading and downloading functions base on the foundation of online printing. On the same time, releasing the amended Redline Standards and previous historical versions of the current version is the most effective way for the domestic standards customers to get the ASTM standards information quickly.

Releasing of the new functions and implementing of the new services, not only reflecting the good wishes that ASTM international is actively helping China customers to participate in the international standardization, but also showing approval from overseas standardization colleagues that China customers apply to the ASTM standards, participate in establishing and revising standards and training. We have the reason to believe that with the new release of ASTM and SIS which include various style and design of service, the ASTM standards would receive more attention and recognition in China.

As the biggest provincial standardization research and service body in China, SIS will provide fully service to all standard customers of the nation. The positive comments and highly acclaimed approval from the various customers about SIS’s services will greatly consolidated the determination for us to cooperate with foreign standardization organizations. With its own strong resources superiority and the background of international cooperation, SIS will unceasingly expand the scope and depth of cooperation with ASTM and other foreign standardization organizations, further SIS would like to bridge as a “tie” between the China domestic standards customers and the foreign standardization organizations.
